Hi. If no explicit value if given the sync-maxrate is taken, if a value is given it's taken if not greater than maxrate.
Though I'm questioning that the libsox algorithm really needs synchronous resampling. If I recall it correctly, that's not needed. In that case maxrate could be taken. One more example of devices with specific conversion rules out there: My amp controller (STM STA320) accepts 192 and 176.4, though samples everything down to 96 for processing. It also samples everything < 96 up to 96.
