Output level is fixed at 100%

Triode, it is not a big issue, more an observation underlined by
connecting 3 devices (Wandboard, RPi & RPi+) through an audio source
selector then a headphone amp to headphones. 
In normal usage there would be a single device feeding an amp and
speakers and maybe the user would notice that the Wandboard required a
bit more on the volume control than other sources, but it would not be a
showstopper.
I loaded an old CSOS SD card in the Wandboard and it played at the same
volume level, so it is not a new behavior.

Apologies for my lack of Linux skill, I always worked on proprietary
operating systems - IBM 360 DOS, VMS, MPE and MS DOS / Windows.
