I compared your convert.conf with my version and did not find anything
unusual. There are differences but I think these have nothing to do with
your problem but I'm no expert and have never tampered with convert.conf
myself. For completeness I have attached my version, which is from a LMS
7.9 Windows install.

A few things you can check:

- did you restart the logitech media server service after changing the
custom convert file?
- is bitrate limiting enabled for any of the players in LMS?
- did you replace any executable in your LMS installation?
- is crossfade enabled? Crossfade between different sample rates/bit
depths has it's problems.
