The schematics for the Pi 2 show the USB connector power pins tied directly to the +5 rail so there would be no software control over USB power. There is a polyfuse between the input power and the USB A connectors. That polyfuse can cause significant voltage drop if your DAC is drawing a bunch of current through the pi.
