OK - we need a test to see if the problem is LMS on Windows or pCP.

First make sure you are playing DASH format.  in BBciPlayer setting the
streamign preferences should be set to "DASH > HLS > MP3 > FlashAAC"

1. The Windows problem only happens with live streams - so if you get
stuttering with "listen again" the problem is pCP
2. You could start pCP LMS with no audio files, install BBCiPLayer and
test playing - if no stuttering then problem is Windows.
