I do think it's a serious flaw if one of the most basic features - volume control - is not working properly.
What's the problem you're trying to solve? Not numbers or theory, but user experience?
With millions of listening hours using the existing code and not a single complaint so far I have my doubts about the seriousness of this issue... And tbh. I'd be very reluctant to change such a basic feature, which has served well for years. The risk of breaking more than it fixes seems rather high to me. Maybe you could implement this as a plugin for the adventurous?
