I decided to give this Merus HAT a try on my Rpi 3b+, and got no sound. I tested some of the voltages to the HAT, and noticed that, when streaming music, the /EN pin is still sitting at 3.3 volts. If I read the doc correctly, /ENABLE When pulled high, the device is reset and kept in an inactive state with minimum power consumption. /MU does properly go from Low to High (unmuted). I realize you haven't had time to look into this, but thought this might help.
