Well I reverted my pi 4 pCp 7.0.0 system back to LMS 7.9.3 and it's still missing Dvořák and other extended characters in the scan. My pi 3B pCp 6.1.0 with LMS 7.9.3 (exactly the same Sun Aug 23 version) picks up these characters on the same music storage drive.
