Not with Safari, but I've been having this problem with explorer ever since the 10.2.8 upgrade. It mostly quits at launch and I usually have to try several times before I get a successful launch of the app. When I first upgrade to 10.2.8 everything was quitting unexpectedly. Drove me nuts. Booting from a disk warrior CD and replacing the directories seem to calm things down - all except explorer.
I also upgraded to the last release / mod of explorer at the same time. Repairing permissions seems to help, if only temporary.
when I do repair permissions, it scrolls a list in the disk repair window a mile long. It's all the same 4 line sentence (something to do with explorer) over and over. I'd really like to remove this version of explorer completely and back grade to an earlier version since this is the first problem I've ever had with it in almost 10 years. I'd would just stick with Safari, but a lot of sites still seem to take issue with Safari.

After my experiences with the 10.2. 8 upgrade, I think I'll let you folks work the bugs out of 10.3
