It's a simple matter to enable Quartz Extreme on PCI slots.
And that is accomplished how?

find this file

/System/Library/Frameworks/ApplicationServices.framework/Versions/A/ Frameworks/CoreGraphics.framework/Versions/A/Resources/ Configuration.plist

and edit it with elevated privileges

find this line: <string>IOAGPDevice</string>
and change it to: <string>IOPCIDevice</string>

i have heard reports of this not working in 10.3.7 so YMMV

Just use PCI Extreme. It works on 10.3.7. It just automates this change.
