Cairo is a 2-D rendering package, primarily designed for the client desktop (ie Gnome programs are starting to use Cairo for rendering as is Firefox). Cairo can render a number of formats including SVG and can utilize OpenGL (via Glitz) I don't think you would really use Cairo in any web apps though the Firefox browser may utilize it to render whatever your app sends to the browser.
