I would suggest trying GIMP its supposed to be fairly simular to
Photoshop without the cost (free) I prefer Photoshop over it as that
is what I am used to but I am also not a graphic designer so I dont
use it heavily.  I use it for minor photo editing.

for a closer-to-photoshop-look-and-interface gimp, go with gimpshop [http://www.gimpshop.com/]

it is free, based off of the famous "the gimp" and strives to match their ui to photoshop, for an easier conversion.
