I'm sure someone else will chime in with a longer response. My best
suggestion is to take a look at some of the more recent bugs entered
into Jira against the uPortal project.

Find a bug you are both interested in seeing fixed, and one you think
you have the ability and interest to fix. Then fix the bug if you can.
When you're done, create a patch and attach it to the Jira with a
comment describing what you've done. Then post here on the uportal-dev
list, asking over people to review the patch.
This is how I think someone could best get involved with
coding/contributing to the uPortal project.
In terms of testing, just installing and running uPortal will help. The
uPortal project doesn't have a set of formal test cases, so it's kind of
make it up as you go. I do know the forthcoming uPortal 3 release,
would appreciate as many hands as possible downloading, testing, and
reporting any bugs that are found (also to the same Jira link posted above).
