Then fix the bug if you can. When you're done, create a patch and attach it to the Jira with a comment describing what you've done. Then post here on the uportal-dev list, asking over people to review the patch. This is how I think someone could best get involved with coding/contributing to the uPortal project. In terms of testing, just installing and running uPortal will help. The uPortal project doesn't have a set of formal test cases, so it's kind of make it up as you go.
