Per discussion here and on IRC, the fragment-admin portlet(s) have been added to rel-3-0-patches and will be baked-in the 3.0.2 build.

There are some adjustments to these portlets in the works for 3.1, so they aren't in uP trunk/ yet... they will be shortly.
