Yes, I consider contacting Altera to be a good idea. I only wanted to have 
some feedback from the UrJTAG group that it does have a sense (ie. that 
some of you guys is not finishing much better STAPL player just now).
I will write them soon.

Besides this, I may contact our local opensource freedom guru prof. Ales 
Cepek for his oppinion. (But being quite sure he has lots of much more 
interesting problems to resolve...)

myisp, claiming to be GPLv2:

CERN project, license unkown, original Altera license not found, but it 
may be hidden in a really huge tree of sources:

Besides this, there is an Actel version copied from Altera (with all the 
glory to the Altera included in textfile) and altered somehow to suit 
Actel's needs. No additional Actel licensing known to me.
