I gave a careful look into Altera license. Most of it seems to me to be harmless and GPLv2 compatible (copyright, disclaimer, modification). However, there are some points which are unclear to me, since I live in Old World where the law is not so tangled as in the U.S.: --- my selection of few paragraphs from Altera license --- You shall not export the Programs, or any product programmed by the Programs, without first obtaining any necessary U.S. or other governmental licenses and approvals. This Agreement will be governed by the laws of the State of California. You agree to submit to the jurisdiction of the courts in the State of California for the resolution of any dispute or claim arising out of or relating to this Agreement. The Programs and any accompanying documentation are provided with RESTRICTED RIGHTS. Use, duplication, or disclosure by the Government is subject to restrictions as set forth in subparagraph (c)(1)(ii) of The Rights in Technical Data and Computer Software clause at DFARS 252.227-7013 or subparagraphs (c)(1) and (2) of Commercial Computer Software--Restricted Rights at 48 CFR 52.227-19, as applicable. Contractor/manufacturer is Altera Corporation, 101 Innovation Drive, San Jose, CA 95134 and its licensors. --- end --- I am unsure, whether the clause about "export" and thus the subsequent notices may apply. We live in Europe and we have downloaded the software from Actel website. It seems to me, that Actel is actually exporting (modified) Altera's code (of course they asked their government to approve this :-)) and Michael has imported it to the Europe (Czech republic). This is OK, I suppose. Then, when we are "exporting" the SW through WWW, git, e-mail etc., U.S. laws need not (may not) apply, since they do not cover things in our countries. Thus, we are offering modified code maintaining the copyright, disclaimer and all glory to the ... Altera (and a very little bit to Actel, too). This is in full accordance with GPLv2. Do you share my oppinion? Are there any US & GPL aware people to confirm this?
