thanks.  this patch can easily be split up -- the *.stp pieces do not need to 
be included.  once you cut those out, the patch easily compresses to under 
100KiB and thus could make it attached onto the mailing list.

obvious problems with the code:
 - do not use tabs anywhere
 - do not leave trailing white space anywhere

on to the fun topic of licensing.  i see there is a stapl/COPYING file in 
here.  either all of the source is released under the GPL-2 (and thus this 
dedicated COPYING is useless and should be punted), or we cannot merge it.  
any code going into urjtag must be GPL-2 compliant.
