It depends. You see I am thinking of applications which dump their keybindigs to a runtime configuration (rc) file, often an "accels" file. These can be edited with a text editor to create a custom set of keybindings and you can quite easily create your own custom set of keybindings and drop them in to replace the defaults. I am uncertian if this is possible for the desktop wide keybindings.
