Others leave it up to the Operating System. The ones with UEFI/ACPI handling may at least work to some extent for drives that were there to bind to at boot. Live unplug and re-plug need not work for that context, including panics possibly being involved. I've access to a Dell Intel Core Ultra 7 Laptop that is that way. All 4 USB ports are USB4.
