Absolutely! It all depends on the amount of different between the previous
frame and the current frame.

Less is possible. Almost every cartoon you've ever seen that has a walk cycle, or anything else come to that, was animated at 12 fps. Computer aided animations may use 24, but Bugs Bunny and all of his friends were 12 fps.
