I don't think that generalisation is true, at least about 
applications in general.  In my experience Only large commercial 
organisations, who can afford the additional staff to maintain and 
moderate a forum and who, in addition, want to control what is said 
about their products, tend to run their own forums.  Rather, in my 
experience, the support/interest  forums for applications produced 
by smaller organisations tend to be set up and maintained by users, 
just like Boris did.

Just as Boris found though, you need a large number of users, not 
only to provide the content, but also to help with moderation and 
spam bashing, to make such forums viable.

Another factor with forums is that they really straddle both support 
and social functions.  Hats off to Boris for giving it a try, but I 
personally didn't use his forum because I wasn't really interested 
in just chatting with people and the e-mail user list provides most 
of the support I need.
