This should be possible via groovy console using simple script. ... you might want to go ahead and create some groups to those users and assign such groups directly at creation to make it easier to manipulate their ACLs later.
Check wiki and documentation on info how to use groovy console in Magnolia and what objects are implicitly available. Check groovy docu on how to connect to database and fetch data from it.
