You should probably not import the system users "superuser" and "anonymous". "anonymous" is different in public and author instances, so you need to take care not to overwrite "anonymous". "superuser" is probably your active login user. You shouldn't overwrite this one either. Another Hint: By defining a JCR Browser for the "users" repository you can use the "Export/Import XML" function to export/import users. Check the definitions for the exisiting JCR Browsers under: /config/modules/adminInterface/trees and /config/modules/adminInterface/config/menu/tools And it should be clear how to create a new browser.
