This is much more of a consulting question than a project question... I would seek professional support and customized development from the magnolia team.

From a programming point of view, yes, any of this is possible. Someone has already produced an external user registration module, and you can customize the admin interface to do a lot of things ... or you can even develop your own admin interface.

Sample of existing/simple modules examples are:

...
