We had nearly the same goal to do. In Magnolia, there is the DMS browser which already exists, but is accessible only from the Author part. What we done, is writing a "paragraph" which renders an IFrame in which we call the external DMS browser renderer. Then you can, from a public place, browse the content of the DMS as if you were in the Author instance.
