Yes sure. We do that for Talend Service Factory and Talend Integration Factory. The problem is that this is far too complicated for someone who just needs e.g. a Karaf + Camel that can be used behind a firewall.
So we ideally should have a solution where all this can be done using a UI.

You just need the assembly plugin and the features plugin, actually
this worked for me already with Karaf 2.2.0 :)

Just use the features plugin to copy all needed artefacts in a temp.
folder and wrap your customized Karaf with the assemblies plugin.
that's all it takes. You might need to tweek a cfg. file here or there
for your customization but that's the stuff you need to do anyway.
There could be more "fancy" stuff to get a customized karaf sure, but
right now this is a walk-able and work-able way of doing :)
