It would be great to have an email-web forum hybrid, so
that posts could be launched and received both on the forum
pages and by email.  It's a nuisance to have to go back to
check a web page for updates, and new-post notification
doesn't seem like the best solution.

That's the hard part, to be sure.  To establish a context for the
first post in a thread, it would have to be either launched from the
document or sent by email and then linked on the web.  Existing links
could be propagated in an email trailer.   Since links can be
created after the post has been sent, there would always be
some uncertainty about the currency of the mail in your inbox,
but that doesn't seem like a critical problem.
