Hmm, I have given a glance to both admin UI's (Asgard and Nadmin)
language module. Currently I cannot create a new language in neither of
them. Other questions are that can I use these solutions to store other
(not text) language-dependent data, for example picture URL's, yes?

I don't know how to store the information that what language the current
user want to use? Store it in a variable, and use session-management?
Apropos, maybe stupid question, but has Midgard session-management part,
or I have to implement it (in PHP4 it seems easy...)? There is no
mention in the docs...
