It's not in CatalogTree.groovy but CategoryTree.groovy. This new behaviour has been introduced by Hans's team at r1055790. I guess
it was easier for them because they build a catalogs/categories tree.
They could handle it better, if someone wants to ask :o)
For now I a line in Catalog creation screen to explain that an empty catalog (no categories in) will not show in the Browse
Catalogs/Categories tree
