It's not in CatalogTree.groovy but CategoryTree.groovy. This new
behaviour has been introduced by Hans's team at r1055790. I guess it was
easier for them because they build a catalogs/categories tree.
They could handle it better, if someone wants to ask :o)
For now I a line in Catalog creation screen to explain that an empty
catalog (no categories in) will not show in the Browse
Catalogs/Categories tree

seems that they use to be shown and as Sameer shows that is the
intuitive expectation.
the other alternative is to shift them to created category with a
message they must select/create a category for the catalog to show.

Hello Sameer ,
You have created empty catalog there for its not listed under "Browse
Catalogs/Categories" .
I have added an existing category in this catalog then its listed
under "Browse Catalogs/Categories" .
There is an check in CatalogTree.groovy for this, that prevent empty
catalog listing.
Thanks& Regards
