Richard, thanks again for your fast help and ideas to solve the problem, I 
wrote a ticket to our IT now, it's really complicated/impossible to install 
missing dependencies and plugins if you have only very few permission. I'll 
have you updated if IT can solve the problem and how, maybe someone else will 
encounter the same difficulty in the future.

Some of these things also work without the Eclipse UIMA plugins.

Have you tried uninstalling the UIMA plugins from Eclipse and installing UIMA 
and UIMA-AS at the same time?
Have you ever added/removed stuff from the Eclipse "plugins" folder? In that 
case, Eclipse's internal plugin registry might be messed up.
