The problem is that Tomcat needs to be integrated
with Apache first - ie. you need a servlet host running
under the web server (Apache) to be able to use
Cocoon - for integration between Apache HttpServer
and Tomcat, you should consult the Tomcat docs.

All you should have to do is place the
cocoon.war file in the Tomcat "webapps"
directory and then restart Tomcat...
