Yes, you are :)
You can set up a database document connecting to a MySQL DB without any
Java at all. And you can do a mail merge based on a database document
without any Java (provided that the DBDoc does not require Java).

Actually you do need java if you are going to us JDBC as the driver to connect to mysql. There is also a download from mysql called MySQLODBC which you need to use the ODBC protocol. At least this was for version 1.x i am not sure if it changed for 2.x.

Also there was an issue regarding user priviledges once connected, and this is also documented at the http://dba.openoffice.org FAQ
