Note that LO peoples are working on Android, although it's not at the "beta" status yet ( https://wiki.documentfoundation.org/Development/LibreOffice_on_Android). But I can vouch for a *viewer* that would handle correctly files. It might be easier to do (less UI work, no edition code maybe). It would be a great step toward general adoption of opendocument format.
