Well, I may have to take that back. I'm sure I saw permissive terms for it (and was surprised), or I wouldn't have bothered pulling the markup, and I think it was discussed on the old steering committee list but now I'm confused. The mirror from the recursive wget I did indeed has a permissive termsofuse.html, but it doesn't appear to be linked from the pages in the tree. It may have been at the time that things were broken by the removal of sunsource.net, inter alia, and possibly it was just incorrect. Apologies for spreading my apparent confusion. I'll see if I can make sense of it when I have time, unless someone else has a definitive answer.
