We have a problem in Kannel with opening a "new" (i.e., after a boot) serial device.  
opening the device first using minicom (just open it and then close minicom - you 
don't need to issue any commands) before running Kannel will solve the problem.
We are working on a fix, but as we are not sure what the problem is - I cannot give a 
time estimate.
