I haven't tried it myself, but here is my 2 cents:
To push pitcure message (MMS?) you can use the PPG (wap-push) kannel
feature. mbuni is a dedicated MMS gateway, which works on top of kannel.
Basically it pushes an SMS with a url, which you can click to download the
picture. There are plenty of examples and code in kannel's User Guide.
You can also push PPG over the sendsms interface, as long as you modify UDH
and wbxml convert the text.
