I guess you mean with inherited that a password *and* password-id is always inherited from either the domain or the global settings? This is not the case in a typical setup. It could be that you have setup a domain and added the password and password-id to the domain and set the password validity interval to some value other than 0. Can you check whether there is a password set for either a domain or for the global settings?
