To make sure that there are no strange settings left for the user, can
you remove the user before setting a password? It might be that the Date
set of the password (see advanced settings) is set. A password is only
valid if the date is not set *or* the date is set but the current date
is not pas the date set + validity interval.

Anyway, the MPA logs should give you more information on why the email
was not encrypted.
