There can be many reasons an email cannot be PDF encrypted. For example if a password is not set (or expired) and the password is not automatically generated (either sent by SMS, sent back to sender or OTP mode is not enabled), the message cannot be PDF encrypted. Whether or not an email cannot be encrypted is not related to the network setup. The MPA log should give you more information as to why the email could not be encrypted. You can send me a copy of djigzo.log to my personal email address so I can take a look at it.
