Hi Patrick, just a silly question are saying that even though "sudo
dnf reinstall dnf" indicates it is going to do that, if you actually
tell it to go and do that, it will fail?
I'm suggesting that the OP check the current installation before
considering a reinstall.
If dnf is broken, using it to reinstall itself may or may not work,
depending on the breakage. If it's not broken, reinstalling it is a
waste of time.

True, which is why I said the reinstall was a last resort and to look at
removing the config file first as by default it is empty other than a
comment to look at the man documentation. What I don't remember, from
what I found on the net, is the 3 paths searched for the config file.
