What do you think of a maven.cvs.password or maven.changlog.password property?
This disussion goes into the same direction as latest improvements in Eclipse. One may define two CVS locations, one for read access and one for write access. This might be useful in Maven too, probably more then in Eclipse. As I may imagine CVS settings in project.xml specify read access, for changelogs and for letting people (non commiters) checkout project from CVS. Write access (defined in 'properties' way, based on $HOME/build.properties) may be used by SCP plugin ('release' goals).
Just my opinion...
