Grep your ~/.m2/repository/*.pom files for Surefire and SNAPSHOT. Or just mvn -X and grep the output for Surefire and SNAPSHOT.
Apparently one of your dependencies (or plugins) is pulling it into your build. Since released plugins etc cannot depend on SNAPSHOTs, its hard to say where you're getting this from. Also, you should probably add a dependency to surefire-junit-2.3 to your pom for now, unless you require something in 2.4.
