Oops, user error! Grepping properly does show a lot more. I think I have traced the problem to (a) messing about with maven-2.0.8 and archiva which has put the later plugins into our internal repository and (b) neither our pom or appfuse pom specifying the surefire version.
I have fixed it by specifying the surefire version for now.
