To the best of my knowledge, that message is generated by your
Microsoft OS in order to spread Fear, Uncertainty, and Doubt (FUD).
Looks like they succeeded. It is triggered by the extension of the
file being operated on (.dll) and nothing else. As this particular
library is installed and used solely by OOo there is no risk to any
other application or portion of the OS. Lightning will not strike.
Neither you nor your computer will die.
I have slept since I installed the patch and don't recall the
particulars. However, the instructions on the patch download page
are about as detailed, clear, and concise as one could hope for.

To add to what Doug wrote, Outlook Express (OE) requires MS Word
for spell checking. By requiring Word to spell check words in OE, MS
hopes to sell more MS Word programs (and probably more MS Office).
My suggestion to you is this: Write what you want to send with OE
as a text file in OOo. Use OOo's spell checker. Then cut and paste it
into an OE message. Send as usual.
