I'm wondering if it is hanging on trying to find net access. Can you try
the following:

Rename the 'user' folder to x-user-x:
C:\Documents and Settings\<username>\Application
Data\OpenOffice.org\3\x-user-x
[Note: we rename 'user' to 'x-user-x' instead of deleting so that a
comparison can be made if the following works.]

Check from the task manager (Ctrl-Alt-Del-Task Manager) in both
Applications and Processes to make sure that no OOo applications or
processes are still running. In Processess, make sure there are no
instances of soffice or quickstart running; if so end them. Exit the
task manager.

Restart OOo from desktop icon:

1. Welcome ==> Next
2. Personal Data ==> uncheck 'Transfer personal data'
3. User name ==> obvious
4. Online Update ==> uncheck 'Check for updates automatically'
5. Registration ==> check 'I do not want to register'
Finish

See if that makes any difference please.
