How are you getting the csv file into OOo calc?

When you open it, there should appear a window where to change settings of
"comma" or "tab" as separator and those things.Below that, appear a few
lines of the file showing how columns will be imported.

If you look closely, on top of each column, there is a darker gray header.
Each column says "Default" as a default (he he) you can change settings by
right clicking on each column header. So, find the column where "3.23.01"
appear, right click on the "heder" row and select "text".

I hope I made my self clear.
