Thank you Jan.

Unfortunately, the spreadsheet is a csv file that is generated from a
database, so I can't add the apostrophe because the data is derived
mechanistically from the database and that data does not have a leading
apostrophe (and shouldn't have one).

Also, I can't set the cell format before I open it, since the file is
generated.  I need to open it and then do something to make it  display
correctly.

Any other suggestions?
