In Writer the only way I can think of to do this is to create a
character style for the run-in header. The problem is that the table of
contents utility looks only for header paragraph styles, not character
styles. Unless I'm wrong about that.

If I was doing this in Adobe InDesign I would create a nested style,
but Writer doesn't have that functionality.
